Tom Clark is a life-long resident of Lower Swatara Township. He attended Middletown Area High School, and graduated from the Dauphin County Technical School in 1975.

Commissioner Clark is Chairman of the Police Committee, a Commissioner-liaison to the Olmsted Regional Recreation Board, and member of the Lower Swatara Township Police Pension Advisory Board.  He is employed by the Township of Derry, where he serves as the Director of Public Works. He is on the Board of Directors of the American Public Works Association (APWA), and is a member of the International Society of Arboriculture (ISA).

The father of Brianna and Kate, Tom enjoys equestrian activity. His special interests include farmland preservation and transportation issues.

In summarizing his duties as Township Commissioner, Tom stated "I feel it is the responsibility of all elected officials to maintain the quality of life in the community to the best of their ability."
