Bill Leonard graduated from Middletown Area High School in 1969. He received his Bachelor of Science in Business Administration at James Madison University, Harrisonburg, VA, and his Masters of Business Administration at Penn State University in Middletown, PA.
Prior to serving on the Board of Commissioners, Bill also served as a member of the Township's Planning Commission for numerous years. In his capacity as Commissioner, Bill is Chairman of the Budget & Finance Committee, a member of the Public Works Committee and the Non-Uniformed Pension Advisory Board, and liaison to the Lower Swatara Township Volunteer Fire Department.
Bill is employed by The Hershey Company, and is a member of the Lower Swatara Volunteer Fire Department, the Pennsylvania State Association of Township Commissioners, and Springcreek Lodge #802 F & AM Hershey, PA. He and his wife Patricia have two children, Jacquelyn and Matthew. Bill’s hobbies include fishing, boating, flying, and participating in Civil War Re-enactments.
