The Lower Swatara Township Authority recently purchased a self- contained pipeline inspection camera, which will be installed in this 1988 Ford E350, purchased from the Lower Swatara Township EMS.

This camera will videotape the sewer lines and identify cracks where stormwater and ground water are entering the system. The stormwater and ground water entering the system is referred to as inflow and infiltration. It is very costly to treat this clear water. In order to keep the treatment costs down and protect the waterways of the Commonwealth of Pennsylvania, the Lower Swatara Township Authority several years ago initiated a plan to remove this extraneous water from the system. Keeping the inflow and infiltration out of the system will be an on-going function of the Authority.

The identification and rehabilitation of sewer lines are just two of the functions the Authority is undertaking as part of the Township’s Corrective Action Plan to eliminate inflow and infiltration (I & I). The rehabilitation of manholes and smoke testing in certain areas to identify any downspouts and surface drain that are connected to the system are other projects the Authority is undertaking as part of the plan.   The building inspections program will identify any sump pumps which are connected to the sanitary sewer system. Sump pumps are one of the biggest contributors of inflow into the system and are in violation of Township Ordinance No. 460.
