Public Notice – Proposed Adoption of Act 537 Plan

NOTICE: Due to ongoing discussions concerning the proposed plan, our public comment window has been extended until March 18th. We ask that, if at all possible, your comments are submitted in writing either by mailed letter or by email (zborder@lowerswatara.org).

If you would like to offer comments in person, you may attend the Municipal Authority Board’s meeting on February 23rd.

Notice is hereby given that the Lower Swatara Township Board of Commissioners, Dauphin County, Pennsylvania proposes to adopt a Sewage Facilities Plan pursuant to Act 537 including an Environmental Report following a minimum thirty (30) day public comment period; hereby established. The study area for the Plan is the entire Township.

The purpose of the Plan is to address the wastewater disposal needs of Lower Swatara Township based on existing and future growth within the Township and the operation and maintenance of existing on-lot disposal systems (OLDS) within the Township. The selected alternatives for the Plan are as follows: (1) Construction of public sanitary sewer facilities to serve North Union Street Service Area, Greenfield Drive Service Area, Oberlin Road Service Area, Cockley/Strites Road Service Area, and Hollywood Drive Service Area for an estimated total project cost of approximately $12,546,000 over a period of 10 years (2) Development and adoption of an Ordinance governing the management of on-lot sewage disposal facilities within the Township over a period of 2 years.

The public may submit written comments on the Plan to the Lower Swatara Township Board of Commissioners ATTN: Act 537 Plan via mail, at 1499 Spring Garden Drive, PA 17057, during the public review and comment period, which will commence on February 2, 2026 and terminate on March 18, 2026. Starting on February 2, 2026, individuals interested in reviewing a copy of the Plan may do so at the Lower Swatara Township Building during normal business hours (8:00am to 4:00pm Monday through Friday) or by following the link on this page.
