The Municipal Separate Storm Sewer System (MS4) Program is an initiative mandated by the Federal and State governments designed to protect our nation’s surface waters and all life that is dependent on it. The program is constantly evolving as our understanding of human impacts on the environment deepens. Working together, we can build a world that is safe for everyone to live.

Citizens observing illicit discharge during normal office hours should contact the Township Office, immediately at 717-939-9377 ext 3041. If you need assistance after business hours, please contact the Harrisburg Police Bureau at 717-558-6900.

The MS4 Program was established in 1990 as part of amendments to the Clean Water Act. The U.S. Environmental Protection Agency (EPA) developed the program to address the discharge of stormwater from municipal separate storm sewer systems.

Washing chemicals and yard waste down storm drains poses significant dangers to our local waterways and ecosystems. It is crucial to dispose of this waste properly and practice responsible yard waste management to protect our water resources and maintain a healthy environment.
